Questions over how new parking charges and enforcement powers are changing parking behaviours across the city have been raised by a local councillor.
During yesterday’s operations and scrutiny committee, Councillor Stephen Docherty asked how the new strategy – which sees permit pricing plans based on a vehicle’s level of carbon dioxide – works.
A report presented to members of the committee highlights that arrangements for the scheme went live in mid-August last year and back office payment arrangements have been put in place to deal with the changes to carbon payments.
Questions were also raised about enforcement powers in line with Scottish Government legislation.
It comes as Glasgow continues its roll-out of on-street parking projects in line with the new parking plan, with event day parking zones being implemented around Celtic Park and Ibrox Stadia, Sighthill Parking Zone TRO and Broomhill Parking Zone TRO (traffic regulation orders).
Further consultations on parking regulations and restrictions have already been carried out in Battlefield, Shawlands and Strathbungo, with further consultations planned.
Councillor Stephen Docherty said: “What evidence do we have that policies such as the carbon based parking charges are changing behaviour?
“The report highlights that enforcement powers depend on changes in Scottish Government legislation.
“Can officers confirm what discussion has taken place on the likelihood and timeline of any changes?”
A council officer said that a paper had already been brought to committee highlighting in relation to the progress on both of those issues.
They said: “Most of the updates in relation to the new policies are in place and will go back to the policy committee but I can get an update on that.”
