A Glasgow council decision to refuse planning consent for a container at a church is being challenged as an appeal is launched.

The 44.9 square metre container has been placed beside a church building in Govan to house offices, a toilet and conference room and provide space for counselling and training.

But planning officials believe it fails to make a positive contribution to visual amenity at Govan Road among other concerns.

An appeal from Mercy Alison, Remnant Christian Network, said there were no objections over the structure and timber cladding has been added to improve the appearance. The appeal also said the “visual presence of the modular unit will be limited and well screened”.

The appeal added: “On balance, the modest and flexible character of the structure is far outweighed by the substantial contribution it will make to community wellbeing and the long-term resilience of the local area,” according to a council report.

Councillors are to decide on the bid at next weeks’ planning local review committee.

Saying the proposal is contrary to a number of policies, planning officials said: the “installed container fails to make a positive contribution towards visual amenity due to its design, location and positioning as well as its material which overall is not in keeping with the surrounding area.”

A council planning report added that the container sits on a grass lawn and “is immediately visible and obscures views of the original building.”
