East Dunbartonshire’s Climate Action Plan (CAP) 2026-2040 has been approved by the Council following extensive evidence gathering and engagement.
Consultation took place on the CAP between October and December 2025 – including online surveys, drop-in sessions, and events held at schools and with groups around East Dunbartonshire.
The focus now moves to building on the Council’s strong record of reducing emissions, building resilience and delivering co-benefits for local communities.
Key targets from the CAP include:
– Reaching net zero greenhouse gas emissions by 2036 for the Council’s direct emissions and the energy it purchases
– Reaching net zero by 2045 for all other greenhouse gas emissions, including those in the East Dunbartonshire area as a whole
– Improving local resilience to the ongoing impacts of climate change.
Councillor Gordan Low, Leader of East Dunbartonshire Council, said, “Climate change is no longer a distant threat – it is reshaping Scotland’s environment now.
“The growing severity of climate change impacts, which are already visible in our communities, underscores the urgent need for large-scale action.
“East Dunbartonshire is playing its part through the CAP – a strategic roadmap to reduce emissions, build resilience and deliver co-benefits for our communities.
“Many thanks to everyone who took part in the consultation. Your responses and suggestions helped to inform and shape the final CAP.”

To help guide and deliver local actions, the Council is establishing a Community Climate Change Forum and a Youth Climate Change Forum.
The first community forum will be held online – Monday 10 August 2026, 6pm-7.30pm – and local residents and representatives of groups are invited to take part.

The CAP includes eight themes:
– Transport
– Buildings and heat decarbonisation
– Sustainable communities
– Natural environment
– Consumption and waste
– Business and the economy
– Supply chains, investment and digital infrastructure
– Food and agriculture.
Alongside the CAP, the Council also approved and authorised the signing of the Climate Ready Clyde Concordat in June – affirming its commitment to the collective efforts of the Glasgow City Region local authorities to advance climate adaptation delivery.
