On-street parking charges in Glasgow are being frozen for two years while new permits for home care workers and visitors are considered.

Glasgow City Council agreed to halt proposed increases to the cost of pay-as-you-go on-street parking and business parking permits last week.

It means that the charge for city centre inner zones will stay at £1.80 for 15 minutes rather than increase to £2. For outer zones, the fee was set to rise to £1.40 for 15 minutes but will remain at £1.20.

Business parking permits were expected to increase to £1,300 per year. They are now staying at £1,050. The council has reported the parking tariffs freeze will cost just under £5m.

It is planning to explore “flexible approaches” to parking permits in the city, including “special” permits in some scenarios, with any changes expected to be proposed for 2028/29.

A council spokesman said: “As agreed by full council at this year’s budget meeting, tariffs for on-street, pay-as-you-go parking and business parking permits for all city parking zones will be frozen at their current level for two years, from April 1 this year.

“We will also take this opportunity to explore more flexible approaches to the parking permits made available in the city’s parking zones. Options for consideration include special permits for home care workers, visitors and very small businesses.”

When councillors met to set a budget for 2026/27 last week, Cllr Ricky Bell, SNP, Glasgow’s city treasurer, said: “We have listened to residents about parking charges.

“This budget freezes the inner, outer, and business parking permit rates for two years. During that time, we will gather detailed evidence so future decisions are firmly grounded in what is right for the city.

“Any proposed changes will come forward as part of the 2028–29 budget.”
