A flat at 438 Cathcart Road could be bought by Glasgow City Council

A rundown southside flat, which has been empty for around 15 years, could be bought by the council to house homeless people.

Officials at Glasgow City Council are proposing a compulsory purchase of the Cathcart Road property.

It would then be taken on by Govanhill Housing Association and made available, as social housing, to a homeless person or family.

A report to councillors, who will be asked to approve promoting a compulsory purchase order (CPO) on Thursday, states the move would “remove neighbourhood blight”.

It adds the plan will “facilitate an increase in the affordable housing supply” and “ensure the future maintenance” of the property.

According to officials, the flat, at 438 Cathcart Road, is believed to have been unoccupied since around July 2011. Repeated attempts to contact the owner have been unsuccessful.

“The flat is considered to be in a state of disrepair, which is having a detrimental impact on neighbouring properties and preventing common repairs from being carried out,” the report adds.

“Acquisition of the property by Govanhill Housing Association would enable necessary repairs to be undertaken and allow the property to be brought back into use for much-needed social housing.”

Once the CPO had been confirmed, the flat would be transferred to Govanhill Housing Association through a ‘back-to-back’ agreement. It would be “brought up to standard” and “allocated to a homeless person or family”.

Funding for the acquisition, if a claim for compensation is received, would come from the Scottish Government-funded affordable housing supply programme.

The owner will be given the opportunity to sell the property voluntarily prior to confirmation of the CPO by Scottish Ministers.
